 After ten years of listening to various explosions occurring near my house on Glencairn Road in the Lomond neighborhood — and talking to SHPD, neighbors and searching the Internet — I’ve learned the following:
Fireworks — also illegal but not as deadly or destructive as indirect impact from tumbling bullets or, God forbid, accidental direct gunfire — sound distinctly different than gunfire. Firecrackers are often ignited in packs or belts, and the higher-pitched reports or ‘cracks’ are jumbled, polyrhythmic and of inconsistent pitch. M-80’s are large firecrackers often ignited one at a time and are much deeper and consistent in sound, like a car backfiring or a small bomb, which is what M-80’s are.
Gunfire is more mechanical sounding than fireworks. Each shot from the same caliber weapon sounds the same as the next, as long as the muzzle is pointing in the same direction (hopefully at the ground). Celebratory or test gunfire often occurs in rapid succession as someone unloads a clip or magazine in semi-automatic mode. Most caliber firearms sound louder and deeper than firecrackers, but not as strong as M-80’s. Both semi-automatic and fully automatic modes of gunfire do not occur is as rapid succession as a string of firecrackers.
In the late 90’s and early 00’s, most of the fireworks/gunshots I heard were more distant, and came from the South and West (Cleveland). Since then, however, these sounds have gotten much closer to my house, almost like they’re in my own back yard, and come from the immediate West and North (Strandhill). These sounds I have called police about and they have occasionally driven their armored car down the street and waved their searchlight from within the vehicle. I am told that unless I can see and locate a shooter, the police cannot knock on doors or search homes.
Please be aware that direct gunfire can penetrate wood siding and even brick and stone at the mortar joints, and can obviously shatter glass windows. More commonly, even bullets shot into the air that tumble to the ground can blast holes through most roofing materials and automobile sheet metal. Either type of gunfire can and has killed innocent bystanders.
Please report any sounds that resemble gunfire to either Shaker or Cleveland police immediately, no matter when you hear them. Be advised that, to my knowledge, Shaker Heights Country Club does not have a New Year’s Eve fireworks display. Most of the explosions you hear tonight will be illegal, unsupervised and potentially dangerous to persons and property.

Dear neighbors,
 
Please be on the alert this season and keep an eye out. Our Ingleside neighbor (the Rubens) have had their ’99 Dodge Grand Caravan stolen from their driveway on Monday overnight between 12 midnight and 6am. The van was locked but the side window was broken to gain entry. The van is dark forest Green, has no hubcaps and has a flower on the antenna and sport written on both driver’s door and the passenger door.
THERE IS A $100 REWARD FOR RECOVERY.
 
Please keep yourselves alert, keep your doors locked, keep your children close. The times they are a’changin’, sadly.

Would you be willing to send out a friendly reminder to people to make sure their cars and garages are locked up? We forgot to lock the car last night (it is amazing that the one time we forget, this happens) and our car was opened and our cell phone and a flashlight were stolen.  We are lucky that there wasn’t anything else of value in the car, but it is still maddening.
 
As for garages, this summer our neighbor’s bike was stolen from our garage because we couldn’t get the garage door opener to work, so although the door was shut, we had no way to lock the garage door.

Dear Lomond Safety Leader, 
Early this morning at 2:40 a.m. we responded to 3702 Lindholm Road on a call of the 17 year old son causing a disturbance with his mother and a female friend. Further the son was intoxicated and had a gun. Upon police arrival the son had just fled the home into the neighborhood. Based on the weapon and the males behavior we made a search of the immediate area with K-9 and police officers. We also learned from the mother the son had two felony warrants with Juvenile Court for Robbery and felonious assault. At approximately 5:05 a.m. we arrested the male in Cleveland on the border of the city,  but he did not have the gun and is not being cooperative.  He will be transported to the county detention home based on the warrants. We will review other charges based on this evenings incident with the prosecutor. Later this morning (daylight hours) police will search the neighborhood for the weapon.
We appreciate the calls from residents as we search their property and there understanding and patience’s.
Also, we had several calls from Glencairn Road residents yesterday evening based on the amount of police units on the street. We had responded to a call of a female trying to harm herself and am pleased to report she was placed under control and transported to the hospital. According to last report, I am glad to report the female is doing fine.

Dear Lomond Safety Leader,
Last evening a 14 year old male (Lindholm road resident) was walking on Winchell Road near Lomond was jumped from behind be two males. The suspects hit the victim several times with their fist and made threats. The suspect stole the victim’s cell phone he was talking on while walking and nothing else. The suspects then fled south on Winchell Road toward Scottsdale.
Police made a search of the area with negative results.
Description of Suspects:  SUSPECT #1 - 17 TO 19 YEARS OLD, BLACK, MALE, DARK CLOTHING, 5″10 TO 6′0,           
                                   SUSPECT #2 - same as above.
NO FURTHER INFORMATION.
Please contact me if you have any questions or concerns. We have had no others crimes of robbery in your neighborhood or adjacent area. The Detectives are working on the case.

Dear Block Captains,
Early last evening police received several calls of a young man with a gun in the Reidham Road and Scottsdale area. Police responded to the area and located a male fitting the description running in the rear yards to avoid being observed by police. The male a 14 year old juvenile was captured and a search of the area uncovered a replica firearm behind a garage on Avalon Road. Though the item looked real, it was a toy. The youth was arrested and will be charged in juvenile court. He was released to his mother per county juvenile authorities. They live in the Lomond neighborhood.
We are please that a dangerous call ended as it did and appreciate the calls to us from residents. There will be follow up by the juvenile unit with the goal to get this child counseling. He not only placed residents in fear, but put himself in danger.

IN CONVERSATION WITH MAYOR RAWSON, WE BOTH FELT THAT BECAUSE OF THE POLICE RESPONSE TO THE FOLLOWING INCIDENT, THE SERIOUSNESS OF THE INCIDENT AND ITS BORDER TO LOMOND NEIGHBORHOOD, YOU SHOULD BE INFORMED.
AT APPROXIMATELY 8:45 A.M. TODAY, WE RESPONDED TO A CALL AT THE SURGI CENTER OF A MALE WITH A GUN THREATENING ABORTION PROTESTERS. A TACTICAL RESPONSE WAS REQUIRED AND WE PLACED THE REPORTED MALE WITH A GUN UNDER IMMEDIATE CONTROL WITHOUT FURTHER INCIDENT. THE SUSPECT MALE IS A 53 YEAR OLD WHO IS WELL KNOWN TO POLICE AND HAS MENTAL PROBLEMS. THE SUSPECTS IS A RESIDENTS ON WINCHELL ROAD. THE SUSPECT WAS RETURN TO JAIL AND PROVIDED MEDICAL ATTENTION BASED ON MEDICATION HE IS PRESENTLY TAKING.
THE VICTIM, PASTOR ERNIE SAUNDERS (also a protester) WANTED TO PROSECUTE FOR THE THREATS AGAINST HIM. THE SUSPECT NEVER HAD A GUN, BUT THE PROTESTER BELIEVED HE DID, THOUGH THEY NEVER SAW A GUN. THE INVESTIGATION CONTINUES. WE HAVE HAD NO FURTHER PROBLEMS AND THE ABORTION PROTESTERS HAVE LEFT THE SURGI CENTER CLINIC AREA.

Police Information Update
As mention briefly in yesterday update, we have arrested a second suspect in the past several days who has confessed to 34 crimes in our city over the period May 30 th to September 17th. He also reported to us that he has committed crimes in every city in the county as well as cities in Lake and Medina Counties. We are with holding his name until we have aN opportunity to allow other law enforcement agencies to interview him regarding crimes in there communities. The suspect is 39 years old, released from prison in the past year with his last known address is in Cleveland. He steals for various reasons which only he can understand. The victims too many of these crimes have not been contacted by police, therefore I ask that you not share this information as to locations, but only the arrest.

9/23/2007 - CPD Police Chase
Early this morning (3 a.m.) Cleveland Police were chasing a stolen auto with a Robbery suspect known to carry a gun. The Cleveland Police chase entered our city and the chase ended on Scottsdale near Latimore Road. The suspect fled the vehicle into the neighborhood. Cleveland and Shaker Police searched the area with a K-9 and recovered a gun and later captured the suspect.

The incident was a Cleveland crime committed by the suspect, the stolen auto was from Cleveland and the suspect is a Cleveland resident with criminal history. Shaker Heights Police just provided mutual aid.

To avoid any rumors of a major incident happening in Shaker, I wanted to provide this information to reduce any negative thoughts. We have made good improvements in the Lomond neighborhood this year and through the on going partnership with residence have reduced many of the community concerns.

We had a report of a theft of two bicycles from the garage at 3720 Palmerston Road this past Sunday afternoon (Sept. 16). However, police were not notified until Monday late morning. We have no suspect information. We have no other crimes against bikes in the area and crime continues to be down compared to last year.

Please continue to encourage residents to call us when they see or hear suspicious activity.

9/10/2007 - Letter From Mike Schwarber, Uniform Bureau Commander, S.H.P.D.
Yesterday at about 6:40 PM, an alert resident on Huntington Rd. called about two suspicious males that seemed to be interested in her neighbor’s bicycles, which were parked in the rear yard. Officers responded quickly, observing and stopping one young male on a bicycle riding away from the area and locating another young male in the rear yard near the two bicycles. The resident and owner of the bicycles did not know either male, and wished to pursue charges for Criminal Trespassing. Both juvenile males from Cleveland were returned to the SHPD Juvenile Unit; the 15 year-old male was arrested and charged with Criminal Trespassing and the 10 year-old male was returned for his safety. Both were released to a parent.

This is another great example of how our partnership is working in a positive way. We are confident that a theft was prevented because of the call placed by this alert and caring neighbor. Thank you for your continued cooperation and support.

Dear Lomond Association Leaders,

Last evening at approximately 11:30 p.m. we responded to a juvenile complaint in the area of Lomond and Normandy Road where 4 males were being disorderly. What we learned was a young adult male had been robbed and assaulted by three other males. Because of a concern resident’s call and information provided by others and the victim we located the three suspects and they were arrested. Three male suspects are all 18 years old and two live in Shaker Heights and one on the border of the city in Ludlow neighborhood. We will be filing charges today after review by the prosecutor.

We appreciate the quick call by residents which lead to the arrest. Please continue to remind your neighbors to call us when they see or hear suspicious activity. Overall the Holiday weekend was very low in crime issues and it was peaceful.

9/4/2007, Citizen Reported Theft on Strandhill
A garage was recently broken into and a bike was stolen. It happened in the middle of the night. The garage was unlocked and the thief entered and took a bike. They also entered the vehicle and took all the money in the middle console.

7/23/2007, Citizen Reported Vandalism on Lomond, Palmerston
Sometime during the night, around 2:30am, on July 23, 2007, a Lomond resident heard shouting and noise outside his home. In the morning, he discovered plants taken from their normal location and smashed in the street and in the front yard. The pots were broken and plants destroyed.

Resident and homeowner explains, “It’s not a big loss of property but it is disturbing that someone came over 30 feet up my front path and stood at my door. Neighbors should be aware of these incidents and take precaution, to lock their doors, and even keep front yards free of plants and other objects that can be taken or damaged. The police said they would file a report if there were other incidents like mine in the neighborhood.”

Dear Lomond Association Leaders,

We had two incidents in your neighborhood for your information and others involved in the Lomond safety group.

Police Officer on patrol with the edge strategy program stopped a male on a bike on Lomond at Lindholm Road for being in violation of the law at 8:13 p.m last evening [6/21/2007]. The male turned out to be in possession of heroin and other illegal drug items. The male then resisted the police officer and assaulted the police officer while he attempted to escape custody. He had to be tasered (a non-lethal piece of equipment used by police officers) and was placed under control. He has been charged with drug abuse and other violations of the law. The male lives on Lindholm Road.

We had a report of a robbery at Chagrin and Palmerston at 11:30 p.m. last evening [6/21/2007] from a 17 year old male from Cleveland visiting his aunt who lives on Normandy Road. The victim did not call police until 2 a.m. this morning. The victim reports $20.00 and his cell phone were taken. The victim further reports there were two black, male suspects and one had a gun. We are investigating and have had no other crimes of this nature in the area.
