1. Section 5:08 - I think we should allow paid members to vote absentee (either by email, early voting or at lomondonline). I believe this will encourage greater participation and likewise accomondate those unable to show up in person for a voting meeting because of other obligations.
2. As for immediate action Expenditures (Section 11:01 B) - I suggest a simple majority (51%) of the executive would do rather than the entire executive. 'Immediate action' may be difficult if we need to corral all members of the executive.
3. I'm assuming the Section 2:03 B definition of 'Contibuting Member' means individuals, businesses or associations outside our community have paid membership dues but have no voting rights. I agree with this understanding. I say yes to their support but no to voting rights for anyone or any entity outside of the Lomond area.
4. Please define "resident and/or property owner of Lomond area" by outlining the geographical boundary. I suggest we lose the 'Lomond School District' language.
5. The Section 2:05 definition of membership year conflicts with the Section 2:02 definition. I recommend making the fiscal year and the membership year the same (1/1/XX - 12/31/XX) - simple.
6. We may wish to include a Safety Committee as a Standing Committee in Seciton 6:01. We have a few Lomond residents who have expressed some interest in such a committee and we also get regular email correspondence from Chief Ugrinic. I suggest a Safety Committee would be a good way to nurture a positive and productive relationship with the police department as well as keeping Lomond residents informed and safer.
7. I recommend only two people get signing authority for Association checks (the President and the Treasurer). I'm not sure about the 'countersign' language but I think a single signature by either the Treasurer or the President is all that would be necessary for Association checks.

The agenda for the July 12th Lomond Meeting was set by the Steering Committee. We had agreed that association participants needed to hear what was going on with the committees. We specifically decided that the Leadership Committee needed more time to present and potentially might need to request voting on parts of the code of regulations. We had allotted that group a lot more time than other committees. All committee leaders were informed about the shortened time for committees to meet in breakout groups. Both the Steering Committee and the leadership committee felt it was important to give a summary of the code of regulations and allow for a few questions at the meeting. Most of all input on the revision of the code will come from electronic methods or phone calls. There will be a vote at the next meeting to approve the code in order to have it in place for the September Nominations.

I understand that some residents are more interested than others in the creation of the code, however it is something that is better followed when all parties understand and agree to it. All committees are welcome to meet at additional times beyond what the Steering Committee has planned, in order to make progress on its projects. General association meetings will probably continue to allot more time for general business and less on committee work, as the association becomes larger and involved in more areas.

I am happy to see so many people interested in the future of our neighborhood and am amazed at the hard work being put forth by so many. However it was unfortunate that so much time was wasted discussing the proposed ground rules of the association even though we were all informed that hard copies were available and that the document was online for review. This was inconsiderate of those in attendence and the committees. I must say that I even though I had looked forward to attending this meeting I left early because of this!
